These are fundamentally different architectures. Cost-driven migrations are often lift-and-shift — fast and cheap initially, but expensive to maintain. Scale-driven migrations require re-architecting for cloud-native patterns. Knowing your goal upfront determines everything: your cloud provider selection, pricing model, and team skill requirements.

Not every system is cloud-ready. Legacy monoliths, stateful applications, and anything with hard-coded IP dependencies all need assessment before you touch a Terraform file. Every migration goes wrong at some point. The question is whether you've designed for recovery. We mandate a tested rollback plan before any production cutover — including data sync verification, DNS TTL management, and a war-room protocol. If your migration partner hasn't asked you about rollback, that's a red flag.
